Ideally, student learning assessment data should serve as the foundation for policymaking, both at the classroom level and at the national level. Assessment data also function as key indicators of the effectiveness of policies related to the teaching and learning process.
However, positioning assessment as a policy reference requires an important assumption: that the assessment model and test items have been well designed, and that the scoring approach used is capable of providing comprehensive and meaningful information about student learning outcomes. Without rigorous design and appropriate analytical methods, assessment data risk being misleading rather than informative.
