Policy Brief: Enhancing the Quality of Madrasahs — Building Professional Management in Private Madrasahs

Madrasahs play a vital role in shaping Indonesia’s education ecosystem, including private madrasahs that serve a significant proportion of students. In efforts to improve educational quality in madrasahs, professional school management stands out as a key indicator of institutional effectiveness. The Madrasah-Based Management (MBM) policy provides a framework for educational management autonomy that is intended to support quality improvement at the school level.

Within this framework, education management is understood as a critical factor in improving the quality of private madrasahs and must be examined holistically across inputs, processes, and outputs. The Madrasah-Based Management policy offers both opportunities and challenges in strengthening the governance and management of educational activities in private madrasahs.

This Policy Brief explores in greater depth how professional management practices in private madrasahs can serve as a key indicator for improving educational quality, while also identifying policy implications for strengthening institutional capacity and governance in the madrasah sector.
